ԵԶՐԱԿԱՑՈՒԹՅՈՒՆ «ՀԱՅԱՍՏԱՆԻ ՀԱՆՐԱՊԵՏՈՒԹՅԱՆ ԿԱՌԱՎԱՐՈՒԹՅԱՆ ԵՎ ԱՐԱԲԱԿԱՆ ՄԻԱՑՅԱԼ ԷՄԻՐՈՒԹՅՈՒՆՆԵՐԻ ԿԱՌԱՎԱՐՈՒԹՅԱՆ ՄԻՋԵՎ ԴԻՎԱՆԱԳԻՏԱԿԱՆ ԱՆՁՆԱԳՐԵՐ ՈՒՆԵՑՈՂ ԱՆՁԱՆՑ ՄՈՒՏՔԻ ԱՐՏՈՆԱԳԻՐ ՍՏԱՆԱԼՈՒ ՊԱՀԱՆՋԻՑ ԱԶԱՏԵԼՈՒ ՄԱՍԻՆ 2009 ԹՎԱԿԱՆԻ ՀՈՒՆԻՍԻ 21-ԻՆ ՍՏՈՐԱԳՐՎԱԾ ՓՈԽԸՄԲՌՆՄԱՆ ՀՈՒՇԱԳՐՈՒՄ ԼՐԱՑՈՒՄՆԵՐ ԿԱՏԱՐԵԼՈՒ ՄԱՍԻՆ» ԱՐՁԱՆԱԳՐՈՒԹՅԱՆ ԿՆՔՄԱՆ ՆՊԱՏԱԿԱՀԱՐՄԱՐՈՒԹՅԱՆ ՀԻՄՆԱՎՈՐՈՒՄ , ՀԱՅԱՍՏԱՆԻ ՀԱՆՐԱՊԵՏՈՒԹՅԱՆ ՎԱՐԱԾ ԱՐՏԱՔԻՆ ՔԱՂԱՔԱԿԱՆՈՒԹՅԱՆԸ ԵՎ ՍՏԱՆՁՆԱԾ ՄԻՋԱԶԳԱՅԻՆ ՊԱՐՏԱՎՈՐՈՒԹՅՈՒՆՆԵՐԻՆ ԴՐԱ ՀԱՄԱՊԱՏԱՍԽԱՆՈՒԹՅԱՆ ՄԱՍԻՆ ԵԶՐԱԿԱՑՈՒԹՅՈՒՆ Հայաստանի Հանրապետության և Արաբական Միացյալ Էմիրությունների միջև դիվանագիտական հարաբերությունները հաստատվել են 1998թ ։ Ե րկու երկրների միջև գրեթե բոլոր բնագավառներում առկա է դինամիկ զարգացող համագործակցություն և ընդգրկուն երկողմ օրակարգ։ ԱՄԷ-ն տարածաշրջանում ՀՀ առաջին առևտրական գործընկերն է, շարունակական աճ է գրանցում երկկողմ առևտրի և էմիրաթական ներդրումների ծավալը Հայաստանում։ Նկատելի զարգացում է ապրում զբոսաշրջությունը, էականորեն մեծացել է ՀՀ-ԱՄԷ ուղիղ չվերթների թիվը։ Երկուսուկես տասնամյակի ընթացքում տ եղի են ունեցել մի շարք բարձրաստիճան փոխայցելություններ , քաղաքական խորհրդակցություններ, գործարար հանդիպումներ, 2019թ ․ ՝ հայ-էմիրաթական միջկառավարական հանձնաժողովի անդրանիկ նիստը։ Երկու երկրները արդյունավետ համագործակցում են միջազգային կազմակերպություններում։ Դեռևս 2017 թվականին մեկնարկել էր Էմիրությունների հետ մուտքի արտոնագրի ազատականցման գործընթացը: Հ այաստանի Հ անրապետության կառավարությ ու ն ը 2017թ. հունվարի 19-ի թիվ 24-Ա որոշմամբ համաձայնություն էր տվել « Հայաստանի Հանրապետության կառավարության և Արաբական Միացյալ Էմիրությունների կ առավարության միջև քաղաքացիների մուտքի արտոնագրի պահանջի վերացման մասին Համաձայնագրի կնքման առաջարկությանը , որից հետո սակայն գործընթացը կանգ էր առել: Այժմ գործընթացը վերսկսվել է և «Հայաստանի Հանրապետության կառավարության և Արաբական Միացյալ Էմիրությունների կառավարության միջև դիվանագիտական անձնագրեր ունեցող անձանց մուտքի արտոնագիր ստանալու պահանջից ազատելու մասին 2009 թվականի հունիսի 21-ին ստորագրված փոխըմբռնման հուշագրում լրացումներ կատարելու մասին » Արձանագրության ստորագրման արդյունքում կապահովվի ՀՀ քաղաքացիների ազատ մուտքը ԱՄԷ ՝ խթանելով առաջին հերթին զբոսաշրջիկների հոսքերի ավելացմանը։ Մուտքի արտոնագրի պահանջից ազատումը ամուր հիմք կստեղծի գործարար և տնտեսական կապերի աշխուժացման համար, ինչն իր հերթին կնպաստի ներդրումային և տնտեսական համագործակցության ընդլայմանը։ Նշյալ հուշագրում լրացումներ կատարելու մասին արձանագրության ստորագրումը զարկ կտա միջմարդկային շփումներին ու միջմշակութային կապերին ՝ նպաստելով երկու ժողովուրդների միջև մշակութային ե ր կխոսությ ա նը։ 2022թ․ դեկտեմբերի ն ստորագրվել է « ԱՄԷ-ում ՀՀ քաղաքացիների աշխատանքային գործունեության կանոնակարգման մասին» փոխըմբռնման հուշագրի ստորագրումը։ Այս երկու փաստաթղերի արդյունավետ կիրարկումը կշա հա գրգռի էմիրաթցի գործատուներին իրենց գոր ծ ունեության ոլորտում ավելի մեծ թվով ՀՀ քաղաքացիներ ներգրավել։ Ելնելով վերոգրյալից և « Միջազգային պայմանագրերի մասին » օրենքի 7- րդ հոդվածի հիմքով՝ ՀՀ արտաքին գործերի նախարարությունը նպատակահարմար է համարում «Հայաստանի Հանրապետության կառավարության և Արաբական Միացյալ Էմիրությունների կառավարության միջև դիվանագիտական անձնագրեր ունեցող անձանց մուտքի արտոնագիր ստանալու պահանջից ազատելու մասին 2009 թվականի հունիսի 21-ին ստորագրված փոխըմբռնման հուշագրում լրացումներ կատարելու մասին» Արձանագրության ստորագրումը։ ԱՐՏԱՔԻՆ ԳՈՐԾԵՐԻ ՆԱԽԱՐԱՐ ` ԱՐԱՐԱՏ ՄԻՐԶՈՅԱՆ PK !
